EU migration policy: needs, development and evaluations

International migration is a permanent state of world history, but no deviation from the norm. However, international migration has never been so ubiquitous or socio-economically and politically significant as it is now. At the end of Twentieth century a significant increase of migration flows and their impact on a number of European Union member states formed the need for a common European Union migration policy. Paradoxically, the main obstacle of achieving the objective is a national state itself, creating a barrier to the neo-liberal insitutionalistic optimism. Tensions between the EU and the State in protecting the national interest can be identified as a problem of this work.

Object of the thesis is EU migration policy, which occur there all the legal and political assumptions. The aim is to describe the EU's migration policy development, policy formation and to reveal characteristics of the conflicts of interest arising between the Union and its Member States and identify other factors that affect the EU's migration policy development and implementation taking into account the following goals: (1) analyze international migration and migration policy in a theoretical concept, (2) describe the theoretical analysis of migration policy approaches of the EU migration policy in case analysis, (3) develop a common EU migration policy needs and the development of interfaces, (4) reveal conflicts of interest between the EU and its Member States in relation to migration policy development and implementation; (5) set up the EU migration policy priorities, goals, current situation and possible future scenarios.

This paper is theoretical study taking into consideration the method of the analysis of theoretical literature. Document analysis also were carried out to find out the of policy formation.

Data of the research shows that EU migration policy is driven by firm migration challenges and specific (usually unpredictable) factors. As the EU powers in the field of migration policy-making is relatively young, and migration policy are closely linked with national sovereignty and with existing well established national models – a common policy-making becomes a difficult objective.
