Lithuania restored its independence, had an important task - to restore citizens' ownership rights in the Republic of Lithuania to the existing real estate. This process began in 1991, the Lithuanian Parliament adopted governing the restitution of property rights and land reform. Study objective - to analyze the property rights to the land of Kaunas City procedures, identify problems and possible solutions. The study of property rights of recovery stages in Kaunas, to investigate the statistical variation of the land fund data, the challenges and opportunities. It was found that the land reform of 2010 1 January Kaunas city ownership rights restored to 68.60% of the area from the citizens. Land owners are reluctant to choose other forms of remuneration as their possession of land assessment, carried out by the Government in the procedures, not the current real market value of the land. In the case of land reform in Kaunas at a rate for the remainder of the land area (2,748 ha) of property rights will be restored within six years. The main reasons for the slow-going land reform in Kaunas city is the financial and organizational. The work could accelerate the preparation of detailed plans for land intended for transfer of the property free of charge to applicants in urban land. In addition, the needs for more detailed planning of municipal resources and improve land management in Kaunas number of specialists. |
