EU Sugar Sector Reform

The process of the EU sugar reform took it‘s action in July, 2006 which was targeted towards awry EU sugar market. The investigation object of master final work is – EU sugar sector implemented polytics before and after reform. The purpose of investigation – analyse and evaluate efficiency of the EU sugar sector reform, as well as the impact of the reform towards the EU and ACP countries. The purpose is to overlook EU sugar sector before and after reform, also concentrically represent all the causes which leaded towards the restruction process. In addition to this, to examine and evaluate the situation in the EU sugar market after reform and, also, to highlight the influence of the reform towards ACP countries, while representing practical trading model according to the EPA agrrement. In the chapter of the investigations the following researches will be represented - analysis of Polish sugar producer KSC, analysis of the practical trading model according to the EPA agreement, generalization of the sugar sector experts opinion and analysis of sugar reform influence towards EU economic indicators. While performing explained investigations the applyed research methods were - analysis of internet and non-internet sources, analysis of statistical data, comparative analysis and partly structural interview research method.

In order to represent a more clear understanding how the sugar market was functioning before the reform, in the first chapter of the final work, the EU sugar sector development conditions and implemented politics are represented and explained. In the second chapter, the imperfections of politics and reasons which caused EU sugar sector reform are clearly stated and analysed. In the third part, all stages of the reform are stated and all implementations through the particular periods are also represented and analysed. In order to represent efficiency of the reform in an objective and universal way, the following analysis have been made: sugar sector reform influence towards Polish sugar producer KSC, statement of the practical trading model according to EPA agreement, generalization of the oppininios of the sugar experts and the effect of the sugar reform towards EU economic indicators.

According to the investigations, the hypothesis of the final master work was confirmed, which means that the EU sugar sector reform is being applied effectively and restruction is useful not only for EU but, also, for ACP countries. After analysing both internet and non-internet sources, and accomplished all investigations it was cleared out that the purposes of the I-st stage of the reforms were successfully implemented. Reference and raw sugar prices was decreased by 36%, EU production was also decreased by 5,8 mln. tones, EU export also was reduced by maximum and EU sugar sector politics is continuously being successfully restricted by now. Summarizing EU trading relations with ACP countries according to EPA agreement, it is worth to mention, that the new agreement will simplify trading relations between both sides because the duty free regime will be applied for 77 ACP countries while before the preferential group consisted of 18 countries.
