E.government Efficiency and Quality Criterions

The aim of e.government – to make a service more available and orientated to the customer, relevant for all people and effectively reacted to their needs. Only purposeful of these aims can bring really efficient ant effective government.

In the global government transformation, topical theme is to identify e. government efficiency and quality dependency.

In the year 1990, in the USA were initial e. government nudes, with the purpose to modernize government functions. USA was the first country, which brought idea to reorganize, modernize governance via ICT that makes governance more efficient, qualitative, quick and cheaper. The EU quickly copied the electronic government idea and since then the electronic government political initiatives are developed parallel in the USA and in the EU.

Efficiency measure usually is according as influence to the interests groups. E. government efficiency manifest is in three ways: public administration, citizens and business.

Many scientists’ notes that efficiency of the government associative with people needs satisfaction and the effective use of resource. One of the more important questions is efficiency measure problem. Criterions for the e. government efficiency measuring involve these areas: formation of governance, economical effectiveness, IT development, personnel qualification, e. service.

E. service – is the main e. government expression tool, that’s why e. government quality is reflected in e. service. E. government quality touchstones: environment quality dimension, presentation quality dimension, results quality.

For the all countries e. government effectiveness comparison is used e. government readiness index that helps to measure e. government possibilities and preparation. The USA is in leader position already many years.

In the Lithuania is realized first full-scale research “E. government condition in the Lithuania and perspectives” which helps measure e. service availability, quality and development perspectives in electronic area in the public sectors. In e. government and e. service efficiency and quality measuring are done first steps.
