The fast development of new technologies and communications has influenced the formation of new information society. Nowadays one of the fundamental priorities while seeking the competitive and dynamic knowledge economy is the e-government development because e-government is the integral part of information society. The need on effective services can be fulfilled via various services delivery channels. Mobile technologies are one of the most accessible channels. Exactly of this reason there upraised the possibility and even more necessity to transfer some e-government services to the new level – mobile government which supplements but not replace the e-government. The main goal of this work is to evaluate the transfer of e-government services to mobile environment situation in Lithuania and to analyze the possible perspectives, comparing with the world wide examples, prosecuted projects and user expectations. The main tasks are: to define the e-government, public services and m-government concept; to set the implementation of public services in mobile environment presumptions; to evaluate the possible problems while using the services in mobile environment; to explore how electronic public services are being transferred to mobile environment in other countries and to get familiarized with EU funded projects in this sphere; to make the research on potential user group expectations, needs and attitude; and finally to offer the perspective m-government services delivery model in Lithuania. The mobile technology services delivery channel provides the added value to the services. Though the safety, privacy and variety of application platforms inflame the assimilation of mobile services delivery channel, still the mobile technologies development trends establish the suitable technological infrastructure. The effectiveness of mobile public services can be reached after considering the main factors as approach urgency, safety and privacy and technology acceptability to the oriented users. The analysis of Lithuanian situation has showed that there are most entertainment services available which deliver the “goods” for fixed payment. The users groups’ opinion research results show that there is a base for open system creation which has to be independent from mobile providers or other restrictions. Lithuanian users need powerful system where they could apply and know how to get the service at the moment they need it. Such open services platform may stimulate the m-government development; release the expenditure for standards and frameworks creation which could be used for services sponsorship and content development.
