SYSTEM OF REGISTERS AND INTERACTION. THEORETICAL AND PRACTICAL ASPECTS.

To ensure a high standard of living, public and qualitative public administration and industrial competitiveness, the state and economic operators use the data that are necessary to carry out their performance. For the above mentioned reasons, the need arises to establish registers which would store the data of registered objects, and provide the data to the participants of legal relations. Register as a separate legal phenomenon, cannot perform all functions brought for the state and show advantages. It is necessary that the registers interact, complement, complete, develop, specify and guarantee each others efficiency. There are no thorough scientific research of registers’ system and interaction problems, so this subject is relevant seeking to improve public administration.

The object of the research is the system of registers and interaction. The aim of the research is to analyze legal regulation of registers’ system and interaction, to identify the problems and their legal assessment, to provide an optimal legal regulation model of the registers system and interaction.

The master thesis analyze problematic aspects of the register conception, that is the problem of interpretation of the register concept; data base and information system concept identification problem; purpose of the register and its operation peculiarities; peculiarities of a register system; significance of a register interaction; peculiarities of practical requirement of registers system and interaction application; scope of legal regulation. In the thesis, an optimal legal regulation model of the registers system is sought. Moreover, it provides with new definitions of a register and registers’ system concepts, the most favorable legal regulation model of the registers system and, it draws conclusions and recommendations how to improve the effectiveness of registers system and interaction.
